LEARNING ABOUT GNSS AND GUE

Global Navigation Satellite System (GNSS) receivers and Satellite Earth Stations and Systems (SES) are a family of devices that are covered under the European Union Radio Equipment Directive (RED). The RED, 2014/53/EU, was updated to expand the definition of radio equipment to also include equipment used for radio-determination, such as GPS receivers. This means that all GNSS User Equipment (GUE), including GPS receivers need to be in compliance with requirements of RED in order to obtain a CE marking and be marketed in the EU.

ETSI EN 303 413 specifies the technical characteristics and the methods of measurement for GNSS equipment. This standard provides one voluntary means of conforming to the essential requirements of the Radio Equipment Directive, specifically, article 3.2 which states “Radio equipment shall be so constructed that it both effectively uses and supports the efficient use of radio spectrum in order to avoid harmful interference”.

Other standards that may be applicable, depending on the host or application, to satisfy article 3.1a and 3.1b of the Radio Equipment Directive for electrical safety and Electromagnetic Compatibility (EMC) respectively, may include; EN 62368-1 for safety (replacing EN 60950-1) or ETSI EN 301 489-1 and 301 489-19 for EMC.
